In July 1868,
strip stamps became mandatory on tobacco, replacing a monthly return tax system.
The rates were 16¢ a pound for tobacco with stems and 32¢ a pound for stemless.
Gracing this wooden band-box canister is the remains
of the high value of this first series,
a 16 oz. stamp for the 32¢ a pound rate.
